Osterhaus & Associates is developing a guide for design and construction professionals as defined in Florida Statutes.  The guide establishes an describes Florida A&M University requirements for design and construction professional.  The guide includes standardized University forms, and templates used to fulfill service contract requirements.

Design Standards
Florida A&M University, Tallahassee, Florida
Osterhaus & Associates is developing design standards to meet University requirements for esthetics, materials, and equipment, plus detailed general requirement for the builder to use during construction.  The document is written in 2004 CSI MasterFormat for interpretation by the design professional during the development of design and construction documents.

Osterhaus & Associates is revising a previously developed Project Manager's Procedures Manual to reflect new and.or revised duties and responsibilities created by the new Professional Services Guide and Design Standards.

Maintenance Department Procedures Manual
School District of Indian River County, Florida
Osterhaus & Associates developed an operational procedure manual for the school district's Maintenance Department.  This manual encompasses all duties and responsibilities of the department from administration to preventative maintenance.  Requirements of the school district and the state are identified in the manual and hyper linked directly to specific district requirements or state statutes.

Construction Management GMP Project Cost Assessment
School District of Sarasota County, Florida
Osterhaus & Associates performed seven GMP cost assessments of CM at Risk projects for new and remodeled schools.  The cost assessments were conducted using our cost database of 100 Florida educational CM at Risk projects.  Each project GMP was broken down into nine cost categories for comparison.  A written report was submitted, graphically demonstrating how each project compared to our 100 project database.

Mutual Management Plan for School District Conversion Charter Schools
School District of Lake County, Florida
Osterhaus & Associates developed a maintenance plan for the school district's seven conversion charter schools.  Services include an analysis of 24 months of historical operational support service costs at each charter school, recommendations on maintenance fees and compensation schedule, gathering of existing maintenace plans from other Florida school districts, development and recommendation of a district-wide Conversion Charter School Maintenance Plan, and assistance during negotiations of the maintenance plan.

School Plant Operator's Handbook

Osterhaus & Associates developed a School Plant Operator's Handbook for the school district's thirty four campuses.  The handbook covered all duties and responsibilities of a school's Plant Managers for, operations, security, maintenance, safety, and the environment.  The handbook included frequency for inspections/observations, logs, inspection forms, what to do and what not to do, all related to school operations, maintenance, and the personal safety of students, administrators, and staff.

Osterhaus & Associates developed a comprehensive summary of the school district's facility processes, with Florida Statute references on, capital funding, capital planning, maintenance, budget development, educational specifications, site acquisition/disposition, selection of professional services, description of project design phases, description of typical project delivery methods, pre-construction, construction phase, project completion, and maintenance of existing schools.

Osterhaus & Associates provided, staff mentoring, coordination with project managers, CM at Risk project cost assessments, project responsibility assessments, research and assessment in the resolution of several long-standing department issues, and wrote a project manager's field manual, project manager's checklist, and a new CM at Risk Agreement.

Osterhaus & Associates performed a cost assessment of CM at Risk project for a new elementary school.  The cost assessment was conducted using our current cost database of 90 recent educational CM at Risk projects across the State of Florida.  The project GMP was broken down into nine cost categories for comparison to a 90 project cost database.  A written report was submitted, graphically demonstrating how the elementary school project costs compared to the other 90 similar educational projects.

Report on Design Build in the Public Arena

Osterhaus & Associates developed a sixty six item questionnaire, interviewed 19 public agencies, and produced a report from the findings.  The purpose of the study was to identify what public agencies think about design build.  The report reflected weighted responses from, 12 Florida school districts, one Florida college, four Florida cities, and two Florida counties.

Facilities Management Department Procedures Manual
School District of Collier County, Florida
As a consultant to another firm, Osterhaus & Associates was hired to develop a department procedures manual for the school district’s Facilities Management Department.  Scope of work included covering all the deficiency items identified in an operational assessment, plus tweaking and documenting ALL department duties and responsibilities.  The manual covered planning from student projections to an annual district wide capital plan, design, construction and a final post occupancy evaluation.  Process included meetings with school administration and staff to identify processes, forms, templates and etc. used daily.  Final manual included 11 chapters, Appendices, Exhibits and a Field Manual.

As a consultant to another firm, Osterhaus & Associates was hired to make a five year assessment of school construction costs in the State of Florida.  This activity was used to determine insurance replacement costs at five schools destroyed during Hurricane Charlie.

RFP Document for Annual Contingency Roof Repair Contracts
School District of Martin County, Florida
Osterhaus & Associates development a Request for Proposal document to be used by the school district’s Facilities and Purchasing Departments. This RFP document would cover the advertisement and selection of multiple roofing contractors to support the school district during a hurricane or emergency condition.

Construction Management at Risk Contract Negotiation Cost Template and Guide
Indian River, Martin, Palm Beach, and St. Lucie County School Districts, Florida
Osterhaus & Associates developed a software tool to predict or assess costs for construction management at risk projects.  The development process involved the gathering of 77 sets of actual CM at Risk contracts and the review and analysis of 41 agreements and guaranteed maximum price proposals.  The projects ranged in cost from $332,920 to $74,544,734.  A report "Construction Management at Risk Fee Guideline," was written explaining the methodology of the analysis, plus documenting observations of the operational processes of the participating educational institutions.


PERSONAL EXPERIENCE

Prior to establishing Osterhaus & Associates, LLC, Mr. Osterhaus was Vice President for a construction consulting firm providing general consulting and owner's representation services to educational sector clients.  Mr. Osterhaus was responsible for the educational market, management of the division and project management.  The following is a list of major projects performed by Mr. Osterhaus:

Facilities Planning and Construction Department Procedures Manual

Mr. Osterhaus developed an operation and procedures manual for the Facilities, Maintenance, and Construction Departments.  The procedures were in response to department concerns by the Florida State Department of Education and local Blue Ribbon Committee report.  Along with the procedures manual, the scope included meetings with administration and staff along with a recommendation for procedures, forms, and templates.

Mr. Osterhaus developed procedure recommendations from an assessment of two previous studies related to deficiencies at Homasassa Elementary School.  His recommendations were in response to Facilities and Construction Department concerns by the Florida State Department of Education and a local Blue Ribbon Committee report.  The analysis confirmed, rejected, or modified the recommendations of the two previous reports.

Facilities Planning and Maintenance Department Management Study

Mr. Osterhaus performed a management study of the district's facilities organization, which included code compliance, planning and construction, operations and maintenance, and custodial functions.  The management and organizational study identified operational issues, and made recommendations on reorganization, staffing, salaries, and operational policies and processes.

School Replacement Cost Estimates
Charlotte County Public Schools, Florida
Mr. Osterhaus managed the development of cost estimates to replace six schools (high, middle, and four elementary) destroyed by Hurricane Charlie.  Due to a lack of existing school data, he established a unique estimating process using the Florida Inventory of School House data along with past and recent photos of the schools.  The cost estimates covered 55 structures at 460,151 sq. ft.

Facilities Condition Assessment
School District of Glades County, Florida
Mr. Osterhaus managed the facility condition assessments at five schools with 39 structures totaling 246,309 sq. ft.  The assessments were related to damages from Hurricane Wilma.  The assessment product was used by a local architect to develop CM at Risk construction documents.

Mr. Osterhaus managed the facility condition assessments at 12 schools with 130 structures totaling 1,103,289 sq. ft.  The assessments were related to damages from Hurricane Wilma.  He also managed the repair process as an owner's representative to correct over $5,000,000 in damages.

Joint Use Library and Softball Complex

Acting as the owner's representative, Mr. Osterhaus managed the project with an assigned project manager, to provide planning, design, and construction management for both projects.  The Library budget was $14,00,000 and the Softball Complex budget was $3,000,000.

20-Year Growth Plan
School District of Lake County, Florida
As part of a Team of consultants selected to develop a detailed 20-year growth plan, Mr. Osterhaus performed, policy and procedures related to growth identification and site selection, worked with school and county government staff to develop a GIS system using the county's GIS system through an inter-local agreement, reviewed current and future district school sites, made construction procedures and cost reduction recommendations, and determined existing and future costs for construction.

Cost Assessment on Three School Change Orders

Mr. Osterhaus performed an analysis on three construction change orders at three elementary schools.  The report identified the cause of the change orders, whether the school board received fair value for the scopes of work under the change orders and identified parties responsible for extra expenses incurred by the school board.

Mr. Osterhaus developed the College's construction management at risk request for qualification document and their construction management agreement.

Facility Condition Assessment and Program Management

Mr. Osterhaus managed an owner's representative contract to provide project management services to correct storm damage at 28 schools with 256 structures totaling 3,000,249 sq. ft.  His scope of work covered facility condition assessment, scope identification, A/E management, construction document review, bidding, advertisements, award recommendation and construction management and administration.

St. Edward's School, Vero Beach, Florida
Mr. Osterhaus managed an owner's representative services contract to manage an estimated $9,000,000 in repairs related to hurricane damage at two school sites.  St. Edward's is a Pre K-12 independent co-educational college preparatory school of 900 students.

Owner's Representative and Staff Extension
Orange County Public Schools, Florida
Mr. Osterhaus was design manager and operations manager for an owner's representative-staff extension team to modify more than 150 schools.  Modification to these existing schools included, replacement schools, additions, remodeling, renovations, portable classroom replacement, and technology upgrades.  The $480 million program took four and one-half years to complete.

Mr. Osterhaus developed a guide for project design and construction administration as described by the school district and Florida Statutes.  The guide included standard forms and templates to fulfill contract services.
